Active Planning applications - Comments
19/01029/FUL: Harper Home, 29 - 31 Fordbridge Road, Ashford, TW15 2TB
Proposal: Demolition of existing buildings and erection of a new building with 3 floors of accommodation to provide 20 units of emergency Temporary accommodation for homeless households, together with associated plant room, car parking, bin store, and other associated facilities.
Objection: Access to upper floors is limited for disabled people and will not be possible for wheelchair users. Given the building's use this is inappropriate and the design falls to satisfy the Equality Act. A lift should be provided. To ensure the desired flexibility of use for the units created, the internal layouts should provide accessible bathrooms, suitable for wheelchair users. (06/08/19)
Approved: – SCAN comments reported but applicant justified the design with level access, and 2 units on ground floor suitable for wheelchair users by adding ‘accessible’ to the drawing
19/01065/FUL: Brookside, Acacia Road, Staines-upon-Thames, TW18 1BY
Proposal: Demolition of the existing detached bungalow, garage and shed and for the erection of 2 no. two storey, semi-detached houses with garages, soft landscaping, car parking and amenity space.
Representation: The finished floor level of each house is shown as 14.88m and the topographical survey shows a ground level between 14.36m and 14.5m (typically 14.45m). This means the new floor will be in the order of 430mm above ground level and this is not reflected on the elevations, which show a single step up. In order to ensure access for disabled people suitable ramps should be designed at each entrance. (12/08/19)
Approved: SCAN representation not recorded
19/01147/FUL: Land To The Rear Of Grandera House, 61 - 73 Staines Road West, Sunbury On Thames, TW16 7FE
Proposal: Erection of a three storey office building
Objection: With the ground floor 925mm below street and steps between those levels, the building appears inaccessible to wheelchair users. A cross section through the building does not appear to have been provided. In the absence of a ramp or an external lift the building does not conform to the Equality Act 2010. The internal layout appears to contain provision for a lift although that is not annotated. (14/09/19).
Refused: SCAN comments reported.
19/01237/FUL: Staines Ex Service Men’s Club Limited, 6 Laleham Road, Staines-upon-Thames, TW18 2DX
Proposal: Proposed demolition of existing Clubhouse building and outbuildings to allow for construction of a new ex-servicemen's club house and apartment complex comprising 14 no. apartments with integral car and bicycle parking, refuse storage, landscaping and amenity together with altered vehicular access point from Laleham Road.
Objection: Access to flats 1A- 5A is achieved solely by a staircase. As a consequence access for disabled people is not provided and suitable parking is not provided for such residents or disabled visitors, contrary to the Equality Act 2010 (01/10/2019)
19/00889/FUL: 22 Church Road, Ashford, TW15 2UY
Proposal: Erection of two storey rear extension to provide additional office accommodation at ground floor level, a second-floor extension and conversion of first floor to form 2 no. 2 bedroom flats.

Refused: – SCAN comments not reported
19/00917/FUL: 7 Station Approach, Shepperton, TW17 8AR
Proposal: Installation of a new shop front
Representation: The new shopfront appears to retain the step up into the building. In order to comply with the Equality Act step-free access should be created. (16/07/2019)
Approved: with an informative to provide step free access
19/00901/FUL: Staines Ex Servicemen’s Club Limited, 6 Laleham Road, Staines-upon-Thames, TW18 2DX
Proposal: Erection of part single storey/part two and a half storey building (over 3 floors) containing new Staines Riverside ex-servicemen’s clubhouse and 14 no flats with integral car, bicycle parking and refuse storage, following demolition of existing building and altered vehicular access
Objection: Flats 1 - 5 are not designed to be accessible for disabled people and do not to conform with the Equality Act. A lift should be provided. Access to the club from the car park requires the use of a steep ramp or a flight of steps. As a consequence access to the club for disabled people is unsatisfactory. (16/07/2019)
Refused: – SCAN comments reported
19/00936/FUL: - 68 Church Road, Ashford, TW15 2TW
Proposal: The erection of a roof extension including front and side dormers and the raising of the ridge height, the erection of a two storey rear extension, comprising 2 no. 1 bedroom flats and 2.no 2 bedroom dwellings, together with associated parking space
Objection: - Neither house has level access nor facilities on the ground floor suitable for disabled people or wheelchair users. The new flats are only accessible by a step at the entrance and by a staircase. None of the dwellings created conform with the Equalities Act. Access to the dental practice appears to be via a step and this must now be replaced with a suitable ramp if it is to conform with the Equality Act. Inadequate provision has been made for parking for wheelchair users (16/07/19)
Refused: – observations about ‘accessibility’ for disabled people noted in officer’s report
19/00927/FUL: The Laurels, Park Road, Shepperton, TW17 9JB
Proposal: Demolition of existing bungalow and erection of a new dwelling with associated decking and boundary treatment (amendment to planning permission 18/00258/FUL to include changes to the facing materials, replacement of integral garage with bedroom, and increase in ridge height)
Objection: - The only access to the dwelling is via flights of steps and it is therefore inaccessible to wheelchair users. As a consequence, it does not conform with the Equality Act. A short rise or platform lift should be provided (16/07/10)
Approved: SCAN comments recorded but flooding used to justify lack of access
19/01007/FUL: 6-8 Station Road, Ashford, TW15 2RY
Proposal: Subdivision of 2 x 3 bed duplex units to create 4 x 1 bed units
Objection: None of the units created has access for wheelchair users and the unprotected external staircase would be difficult for ambulant disabled people to use. As shown on elevation 5 the staircase appears to be incomplete. No provision appears to have been made for parking for disabled people (30/07/2019)
Approved: SCAN comments not reported
19/00992/OUT 22 Church Road, Ashford, TW15 2UY
Proposal: Outline Planning Permission for the erection of a 3 storey building to accommodate 6 no. flats with basement car parking (with access, appearance, layout and scale under consideration)
Objection: The flats are not designed to provide access and facilities for disabled people. Suitable parking spaces have not been provided and access from parking to the flats requires negotiation of the car ramp. Lift access should be provided to all floors in order to conform to the Equality Act (30/07/19)
19/00798/FUL: PBH Engineering Company Limited, 112 Windmill Road, Sunbury On Thames, TW16
Proposal: Erection of detached garage workshop (B1c and B8) on part of existing factory following previous demolition of an existing building.
Objection: There are no drawings on file on which to comment so I have no alternative other than to raise a precautionary objection (13/06/2019)
Approved: with no further consultation with SCAN – drawings added to website on 20th June (i.e. after SCAN comments made)
19/00786/FUL: 13 Station Approach, Ashford, TW15 2QN
Proposal: The installation of a new shop front
Objection: The application incorrectly refers to a 'shop front' as this is not a retail premises. The proposal appears to retain a 120mm step up into the building and, given the extent of the works proposed, this is contrary to the Equality Act 2010 As the space is used as a meeting room for political matters, this lack of access for disabled people is even more significant.(13/06/2019)
Approved: with an informative on Equality Act
19/00717/FUL: 15 - 17 Church Street, Staines-upon-Thames, TW18 4EN
Proposal: Subdivision of A3 restaurant into 2 no. separate units and change of use to A5 (fast flood takeaway) with new shop front and signage (retrospective) and ventilation system.
Objection: The new shopfront to no. 15 is shown to have a step at the doorway. This is in contravention of the Equality Act 2010 as it provides a barrier to access for wheelchair users. (19/06/2019)
Approved: with an informative on Equality Act requiring the building to be ‘accessible’
19/00692/FUL: 51 Leacroft, Staines-upon-Thames, TW18 4PB
Proposal: Replacement of existing dwelling with three storey apartment building comprising 9 no. two-bedroom units, alterations to the existing outbuilding, and associated car parking, landscaping and amenity space
Objection: In the absence of a lift, the upper floors are not wheelchair accessible. None of the flats, including those on the ground floor, are wheelchair adaptable. As a consequence the design does not satisfy the Equality Act 2010. (19/06/2019)
Approved: with an informative on Equality Act requiring the building to be ‘accessible’.
19/00682/FUL: Nationwide, 28 - 30 High Street, Staines-upon-Thames, TW18 4EE
Proposal: Alterations to existing shop front, including alterations to windows, ATM surround and the insertion of a 'di-bond' aluminium panel
Representation: The proposal appears to show a door threshold. Level access should be created to facilitate access for disabled people. Doors should have an automatic opening facility. (06/06/2019)
Approved: with an informative on Equality Act
